You could literal buy a $1 keyring and it end up cost $100 to return to China and returns are always 100% guaranteed loss to customer. If you do accept the 60€ refund, you'll receive that amount and won't need to return the item. However, it's worth noting that this is less than what you paid for the item. If you reject the offer, it's possible that AliExpress may come back with a higher offer or ask you to return the item for a full refund.
